The reason behind this innovative topic is the struggle of secretaries on the implementation of government schemes. The point is the team we all know that one organization contains one head of supervision or execution and others follow the directions of the head executer. The point is that the team is in private it is quite simple that every one quite maintains discipline but in government it is quite challenging to maintain this discipline. The cause behind this challenging indiscipline is micro-management at every level and the cause of this micro-management is we think why one should command is while we all are here by exams or heavy backy. Then why should we execute the heads word. He /she will say and silent. Means like we have no fear for consequences or punishments.
